In July of 1998, the Town of Stratford was awarded a School Readiness grant through the State Department of Education. This funding was available as the result of legislation that recognized the importance of investing in early childhood programs. In addition to the development of affordable, accessible preschool child care programs for the community, the core of this school readiness initiative required that local government and public schools foster planning and joint action through the formation of a local School Readiness Council. The Stratford School Readiness and Child Care Advisory Council (SRACCAC) was established in September of 1998.

The Council is comprised of early childhood and school-age child care providers, parents, school and community representatives, and is advisory to the Mayor and the Superintendent of Schools. The Council provides direction for the implementation of the School Readiness grant program and provides a forum for early childhood, elementary and special education professionals, as well as families to develop a cohesive philosophy on family literacy, transition to kindergarten and parent involvement in their child's education.

The Town of Stratford, through the SRACCAC, is one of 50 Connecticut cities and Towns selected to receive a Discovery grant from the William Caspar Graustein Memorial Fund. The priorities of the SRACCAC closely match those of the Discovery Initiative. These include expanding the supply of high quality early childhood education; increasing the quality of existing early childhood education; building strong connections between early care and elementary education and improving students' social, emotional and academic performance. The Discovery Initiative with $15 million dollars committed over seven years, is aimed at better preparing children for school and improving their success in early school years.
