The State of Connecticut launched a color-coded weekly COVID-19 alert map tracking the average daily rate of COVID-19 cases in community settings and yesterday, the Town of Stratford was moved into the orange level along with 31 communities. We are at 10 cases per 100,000 people in the time period of 10/11 - 10/24. The prior week we were at the yellow level so in other words, our cases are rising.

Our community has the ability to change these numbers and bring us down from an orange-level status, but we need your help! With Halloween celebrations happening this weekend we need to practice safe interactions with other people. Small gatherings, family get-togethers with people outside your household, and other personal activities are driving our numbers up. Please remember if you are seeing anyone from outside your household, continue to wear a mask, maintain a physical distance of 6 feet, and wash/sanitize your hands!

STRATFORD POLICE ISSUING $100 INFRACTIONS FOR THOSE FAILING TO OBSERVE SOCIAL DISTANCING MEASURES

STRATFORD – As the spread of COVID-19 continues to surge across the region and the state, Mayor Laura Hoydick is directing the Stratford Police Department to issue infractions to those who are warned to observe social distancing directives at Town recreational areas per Governor Ned Lamont’s Executive Orders that are aimed at reducing the spread of the Coronavirus.  

The guideline in the Governor’s orders require residents to maintain a distance from one another of at least six feet apart, and to gather in groups no larger than 5 people at a time.  Recreational areas include Town parks, beaches, ponds, forests and other areas used for recreational purposes, including playgrounds, ballfields and docks, as well as the parking facilities adjacent to those areas.  

“Most residents who are using our recreational facilities are observing thee guidelines that are meant to reduce the spread of COVID-19, but there are some who are failing to do so,” said Mayor Laura R. Hoydick.  “We need to make it understood that we are very serious about enforcing the Governor’s Executive Orders at our public facilities, and those who disobey will be cited.”

Police will warn individuals who are failing to obey social distancing protocols.  Those who fail to adhere to the protocols after the warning will receive a $100 infraction.

New direction was issued to all police personnel today requiring them to be diligent in observing groups on their patrols and in response to complaints they may receive from citizens.

HOW DOES COVID-19 DATA GET REPORTED TO THE STRATFORD HEALTH DEPARTMENT?

Many residents have asked about the process involved in reporting our data on confirmed cases of COVID-19 in Stratford. The Stratford Health Department (SHD) receives reports on patients with laboratory confirmed COVID-19 through the Connecticut Department of Public Health (CT DPH). These reports do not account for the many residents who may have COVID-19, but have not been tested in a clinical setting. CT DPH enters reports into a shared database, which SHD staff monitors daily. 

Although CT DPH enters patient data to the best of their ability, including contact information, data can often be incomplete. If contact information is missing, SHD staff will contact the patient's ordering provider to obtain further information. The SHD is currently following up with each laboratory confirmed COVID-19 patient to the greatest extent possible. This includes three phone call attempts and a follow-up letter should the patient not be able to be reached by phone.

When the SHD is able to make contact with a patient, they are asked about their condition, which varies from recent hospitalization to full recovery. Household members are educated about the importance for them to stay at home for 14 days and how to self-monitor for symptoms. Data on those who have made a full recovery is somewhat limited due to the inability of the SHD to make contact with all patients at the time of recovery. The SHD maintains this data to the fullest extent possible. Police Enforcing Governor's Order Not To Congregate In Groups Larger Than 5 People

STRATFORD- With the Governor’s executive order issued last night prohibiting groups congregating in numbers larger than five, Mayor Laura R. Hoydick indicated that the Stratford Police Department would be actively patrolling and enforcing the order.

“I cannot stress the importance of this enough; social distancing is absolutely essential to slowing the spread of the Coronavirus,” said Mayor Hoydick.  “I expect every resident will do their part to ensure that they are staying home as much as possible, and not congregating in groups of over five participants.  It is also incumbent upon parents to ensure that their children are not out in groups over the permitted size.  Right now we are keeping our parks and beaches open to the public- I think that’s essential during this time for people to be able to get fresh air and exercise.  In doing so, residents need to observe the social distancing rules and not congregate in large groups.  Police will be enforcing this, and I have directed patrols to increase accordingly.  They will be enforcing this not only at the beaches and parks, but anywhere they see groups over the permitted size.”

“All officers have been instructed to engage and educate our residents in the latest executive order limiting groups to five people,” said Police Chief Joe McNeil.  “Let’s all work together to keep each other safe.”

Stratford's COVID-19 Case Total Now At Eleven

STRATFORD – With another four cases confirmed by the State Department of Health since yesterday, Stratford’s current total of confirmed cases has risen to 11.

 

One new patient in their 70’s, two patients in their 40’s and one in their 30’s were reported to the Town today.  As with the previous cases, the new patients are self-quarantining to reduce exposure to others.  No further details were available about these patients.

 

“As expected, we are getting new cases of COVID-19 confirmed by state authorities rapidly in Stratford just as we are in the rest of the state,” said Director of Health Andrea Boissevain.  “We continue to stress that social distancing is the key to reducing the spread, and that those who are symptomatic, particularly with fever, cough and difficulty breathing should contact their physicians and isolate themselves to prevent spread to others.”

 

“We continue to wish a quick and full recovery to all our residents who have tested positive to COVID-19,” said Stratford Mayor Laura R. Hoydick.  “While we must remain apart as much as possible to reduce the spread of the Coronavirus, our community has come together in amazing ways.  We continue everyone doing their part to help us reduce the spread in our community.”

Local Health officials announced earlier this week that the first patient to test positive for COVID-19 in Stratford, a student from Wilcoxson School, has since made a full recovery.

Three New COVID-19 Positive Patients Identified in Stratford

STRATFORD – The total of COVID-19 positive patients identified in Stratford has risen to a total of seven.  According to a report to Stratford from the State’s Department of Public Health, the three new cases include to adults in their 50s and a young adult in their 20s.  These new patients are self-quarantining to reduce possible exposure to others.   No further details were available about the patients.

“The confirmed cases of COVID-19 are growing in Stratford as they are with most communities around the state at this time,” said Director of Health, Andrea Boissevain.  “We wish our best to these new patients for a speedy recovery and need to continue stressing the need for social distancing.  If you do not have to be out in public in the physical presence of others, don’t.”

“My best wishes for a quick and full recovery to the residents who have tested positive to COVID-19,” said Stratford Mayor Laura R. Hoydick.  “If we are to ‘flatten the curve’ and reduce the speed with which this disease spreads so as not to overwhelm our healthcare system, residents need to continue observing social distancing protocols.  The weather is getting nice – we have not closed our beaches and parks because we want people who aren’t at work or in school to have a place to go.  But people going out in public need to keep at least six feet of distance from one another and not form large groups.

“I would also like to thank the many generous residents of this great Town who have offered help and are currently volunteering their time, money and their food to help their neighbors.  This is a difficult time, but I am proud to see the spirit that it is bringing out in Stratford.”

Two New COVID-19 Positive Patients Identified In Stratford 

The total of COVID-19 positive patients identified in Stratford has risen to a total of three as confirmation comes from the State Department of Health of two new patients.  A male in his mid-40s and a female over 80 have both tested positive for the Coronavirus.  Public Health officials previously identified a positive COVID-19 patient who is a student at Wilcoxson Elementary School.  The Wilcoxson student has since recovered.

“We now have two new confirmed cases of COVID-19 in Stratford,” said Director of Health, Andrea Boissevain.  “Both of these new patients are under medical care and will be self-quarantining.  We are unable to provide any further details specific to these two patients at this time.”

“These two new cases are unfortunate, but entirely anticipated,” said Stratford Mayor Laura R. Hoydick.  “This highlights the continued need for residents to practice social distancing, stay home and away from the public as much as is possible and practical, and to frequently wash and sanitize hands and surfaces.  

“I am very proud of the residents of Stratford who are taking this threat seriously, and doing their part to ensure their own safety and that of their neighbors.  I also want to thank our Public Health personnel who have been doing such an outstanding job throughout this emergency, as well as all public safety personnel at the Police Dept., Fire Dept. and EMS who are on the job around the clock on the front lines of this.  Together, our community will get through this crisis.”

 Stratford Health Department Announces Laboratory Tests Determine Presumptive COVID-19 Case is Negative

Stratford, Connecticut (March 19, 2020) – The potential second presumptive case of COVID- 19 in a Stratford High School student is reported to be negative based on laboratory tests. The Stratford Health Department is relieved for the student and their family. Despite this good news, we would like to stress that this should not provide residents with a false sense of security. Community transmission of COVID-19 is still occurring and everyone is at risk of contracting this virus regardless of known exposure. While self-quarantine is relaxed for students and staff members of the Stratford High School community, it does not mean that they should let their guard down.

“Community transmission of COVID-19 is a reality for us here in Stratford. We are urging residents to continue to do their part to protect themselves, their family, and community from getting and spreading the illness,” says Andrea Boissevain, Director of Heath for the Town of Stratford. “That means abiding by local, state, and federal recommendations of social distancing and staying at home if you’ve been exposed to someone has been diagnosed or is suspected of having COVID-19, but also making a daily commitment to monitor for signs of illness and stay away from one another as much as possible to help ‘flatten the curve’ and slow the spread of COVID-19 in order to protect our elderly, medically vulnerable, and healthcare system.”

While COVID-19 has been ruled out in this case, the Stratford Health Department is advising ALL residents, regardless of school district, to be vigilant and self-aware of any symptoms you or your household members may have. Symptoms of COVID-19 include fever, cough, and shortness of breath. Continue to practice social distancing and implementing prevention strategies such as hand washing, disinfecting frequently touched surfaces, and covering up when you cough or sneeze.

The Stratford Health Department is still waiting on the laboratory test results of the SHS student identified as a presumptive case of COVID-19. While the test kits are here, the specimens are sent to either California or Washington state for processing. Up until this week, those labs were the only certified commercial labs who can run the tests.

Moving forward, there will be over 2000 commercial labs across the country that will come online. Our State lab is only processing those specimens taken from patients who have been hospitalized.

We continue to urge Stratford High School students and faculty heed the advice to stay at home and monitor for symptoms. Those actions are protective for your families and for all of us, especially the elderly and the medically fragile. We will announce the results as soon as we find out.

Stratford Awaiting Laboratory Confirmation for Second Presumptive COVID-19

Stratford, Connecticut (March 14, 2020) – State and Town Health officials are currently monitoring a potential second presumptive case of COVID-19 in a Stratford High School student. As we wait for laboratory confirmation (which may take a couple days), the Stratford Health Department is asking that Stratford High School students, faculty and staff stay at home and monitor themselves for symptoms. We will provide an update on this student's condition when we have more information.

“As we move forward with community-wide transmission of COVID-19, we continue to urge residents to take common sense measures to protect yourself, your family and your community from getting and spreading respiratory illnesses like coronavirus,” says Andrea Boissevain, Director of Health for the Town of Stratford. “Everyone has a role to play in slowing the spread of the disease. This means when the advice is to stay at home, that does not mean going to the mall, or getting together with friends. We need to be careful not to inadvertently expose those who are elderly or who are medically comprised.”

Stratford to Close All Schools Due to COVID-19 Concerns
Stratford, Connecticut (March 12, 2020) – Stratford Public Schools today announced the closure of all schools effective Friday, March 13th. It is to be determined when classes will resume.

“The Connecticut Department of Health has confirmed a positive case of COVID-19 among an individual in Stratford. This individual is connected to one of our Elementary schools,” said Andrea Boissevain, Director of Health. “We are working with Public Schools to issue this school closure out of an abundance of caution. Contact tracing will take several days to complete and our main objective is to keep residents safe and slow the spread of the virus.”

As part of the contact investigation related to the individual who tested positive, the Stratford Health Department, in partnership with the Connecticut Department of Public Health will notify all individuals, including students and staff, considered to be a close contact of the individual and further guidance will be provided.

Symptoms of COVID-19 include fever, cough and shortness of breath. Prevention includes hand washing, as well as covering up when coughing and sneezing.

4:30 PM: Wilcoxson Elementary School will remain closed through Friday 3/13. The Stratford Health Department has not received any new information regarding the potentially exposed individual at the school. At this time there are no known cases of confirmed COVID-19 in Stratford. At this time, all other schools will remain open.

Town of Stratford Press Conference on COVID-19

Stratford to Close Elementary School Due to COVID-19 Concerns

Stratford, Connecticut (March 10, 2020) – The Stratford Superintendent today issued a letter to parents advising the closure of Wilcoxson Elementary School in Stratford, Connecticut.

“Out of an abundance of caution we are advising the closure of Wilcoxson effective March 11, 2020 through Friday, March 13, 2020 for extensive cleaning of the building,” said Janet Robinson, Superintendent of Schools.

Although there are no confirmed cases of COVID-19 in Stratford, the Stratford Health Department recently learned of a student’s potential exposure to a known case of the virus. The Health Department has been in contact with the family and has recommended the closure of the school pending further testing of the individual.

At this time, no other schools are impacted. In the event other measures become necessary, the Stratford Health Department will issue further advisement.
